{jb_brownbox}Narrated Abu-Huraira (RA): Sayyidina Jibrael (AS) used to repeat the recitation of the Qur'an with the Prophet (Sallaho Alaihe Wassallam) once a year, but he repeated it twice with him in the year he died. Completing the Qur'aan in Taraweeh is Sunnah

{jb_bluebox}This is the statement of the majority. Hasan (RA) has narrated it from Abu Hanifa (RA) that he recites in every unit ten verses or similar to it. It is also narrated from Abu Hanifa (RA) that he used to complete in Ramadan sixty one completions, every day one completion, every night one completion and in every tarawih one completion. He also prayed the Koran in two units and prayed dawn with nightfall ablution for forty years. (Commentary of Nural-Idah){/jb_bluebox}

Imam Abu Haneefa (RA) was Salah himself i.e. he was born in year 80 AH and passed away in year so its personal practise of finishing a Qur'aan during Taraweeh is evidence itself.

Not Completing the Qur'aan in Taraweeh is not blameworthy if people become impatient

{jb_brownbox}If the people become impatient of it he recites an amount that does not turn them away according to the chosen position. (Nural-Idah){/jb_brownbox}

{jb_bluebox}This is because the best in our time is that which does not turn the group away as is mentioned in Ikhtiyar. Muhit mentions that the best in our time is to read with that which does not cause the people to turn away from group prayer because increasing the people is better than lengthening the recitation – and the fatwa is on this. The ascetic said that he recites as in sunset, i.e. the short mufassal after Fatiha. Restricting to less than three verses or one long verse after Fatiha is offensive because of leaving the necessary component. (Commentary of Nural-Idah){/jb_bluebox}

Completing the Qur'aan in Taraweeh is Recommended

This may be understood from the reports in al-Saheehayn which state that Jibreel used to study the Qur'aan with the Prophet (peace and blessings of Allaah be upon him) in Ramadaan, and review it with him. {/jb_brownbox}

Shaykhul-islam Ibn Taymiyyah (RA) stated...

{jb_bluebox}...that to recite the (entire) Qur'an in taraweeh is recommended according to the agreement of the scholars of the Muslims. In fact, one of the intended objectives of taraweeh is to recite the Qur'an so that people can listen to the speech of Allah (swt). This is the case since Ramadan was the month in which the Qur'an descended, and in this month Jibreel used to revise the entire Qur'an with the Prophet (saw). The Prophet (saw) was also the most generous of people and he used to be even more generous in Ramadan when he used to meet Jibreel and revise the Qur'an with him. One should try and finish the Qur'an in the last taraweeh before the rukoo', and it is recommended for one to supplicate after that as was stated by Imam Ahmad. He also used in support of his view that he saw the people of Shaam as well as Sufyan bin 'Uyaynah doing that. It was also transmitted from the people of Basrah that they used to do that in addition to 'Uthman and other companions. And there is no harm if a person was to raise his hands in doing so. Likewise many scholars recommended that. Ibn Taymiyyah had a supplication for the khatm of the Qur'an which was very comprehensive. He said: 'It was reported that there is a supplication that is answered at the time of a khatmah. Thus if a person supplicated at the end of a khatmah for himself, his parents, his scholars, the believing men & women etc, then that is legislated.' It is befitting that the one who delays part of the taraweeh in the last ten nights to do so to the last part of the night, so that those who didn't attend the first part could attend the second part. Likewise they can begin another khatmah so that those who attend the second part of the prayer can listen to the entire Qur'an. Shaykh Ibn Baaz (RA) stated: 

{jb_brownbox}It may be understood from this that if the imam recites the entire Qur’aan to the congregation during Ramadaan, this is a kind of this studying together, because this lets them benefit from hearing the entire Qur’aan. Hence Imam Ahmad (may Allaah have mercy on him) used to like to complete the Qur’aan with those whom he led in prayer, and this is akin to what the salaf did, namely liking to hear the entire Qur’aan.
